On October 17 of 2009, while he was with his friends in a public place, Honorio Llorente was shot dead by an unknown, who subsequently fled on a motorbike that was waiting outside the place.

Honorio Llorente realized sensibilization activities on the harmful effects of the construction of a hydroelectric setup on the river Sogamoso (Hidrosogamoso).

I have been urged to intervene in relation to the murder of Honorio Llorente, president of the communitary action group of Puente Sogamoso (Santander), Colombia.

According to information I received, on October 17 of 2009, while he was with his friends in a public place, Honorio Llorente was shot dead by an unknown, who subsequently fled on a motorbike that was waiting outside the place.

Honorio Llorente had participated that same day along with other community leaders at a meeting with one of the contractors of ISAGEN, responsible for the construction of the dam of Sogamoso River (Hidrosogamoso), in which he raised out his concerns about potential environmental and social impacts of this megaproject.

The murder of this leader joins a long line of assassinations of leaders of social movements working to defend human rights in the department of Santander. Armed groups operate with impunity and the authorities don’t ensure the identification of those responsible, the dismantling of these groups, and neither a report back in relation to their crimes.

Given the seriousness of the situation, I urge you to

1.    carry out an independent, thorough and impartial investigation about the murder of Honorio Llorente in order to identify those responsible, bring them before a competent, independent, fair and impartial court and apply them penal and/or administrative sanctions provided by law;

2.    ensure an end to all forms of aggression, harassment and violence against human rights defenders in Colombia;

3.    ensure the implementation of the provisions of the Declaration on Human Rights Defenders, adopted by the UN General Assembly on December 1998, particularly in regard to the right that everyone has “individually and in association with others, to promote ant to strive for the protection and realization of human rights and fundamental freedoms at the national and international levels ” (Art.1) as well as in regards to the duty of the State of ensuring “the protection by the competent authorities of everyone, individually and in association with others, against any violence, threats, retaliation, de facto or de jure adverse discrimination, pressure or any other arbitrary action as a consequence of his or her legitimate exercise of the rights referred to in the present Declaration ” (Art.12.2);

4.    in general, guarantee respect for human rights and fundamental freedoms throughout the country in accordance with international standards of human rights ratified by Colombia.

For my part, I will follow closely the behaviour of the officials in charge of justice in relation to this murder.

Se me ha instado a intervenir en relación al asesinato de Honorio Llorente, presidente de la junta de acción comunal de Puente Sogamoso en el departamento de Santander, Colombia.

Según las informaciones que he recibido, el pasado 17 de octubre de 2009 y mientras se encontraba con unos amigos en un establecimiento público, Honorio Llorente fue abatido a tiros por un desconocido, que posteriormente huyó en una motocicleta que le esperaba en el exterior del local.

Honorio Llorente había participado ese mismo día junto con otros líderes comunales en una reunión con una de las empresas contratista de ISAGEN, encargada de la construcción de la instalación hidroeléctrica del río Sogamoso (Hidrosogamoso), en la cual expuso su preocupación por los posibles impactos sociales y ambientales de este megaproyecto.

El asesinato de este líder se suma a una larga serie de asesinatos de líderes de movimientos sociales que trabajan por la defensa de los derechos humanos en el departamento de Santander. Grupos armados actúan de manera impune sin que las autoridades garanticen la identificación de los responsables, el desmantelamiento de estos grupos, ni la rendición de cuentas en relación a sus crímenes.

Teniendo en cuenta la gravedad de la situación, les insto a:

1. llevar a cabo una investigación independiente, exhaustiva e imparcial sobre el asesinato de Honorio Llorente con el fin de identificar a los responsables, llevarlos ante un tribunal competente, independiente, justo e imparcial y aplicarles las sanciones penales y/o administrativas previstas por la ley;

2. velar por que se ponga fin a todo tipo de agresión, hostigamiento y violencia contra los defensores de los derechos humanos en Colombia;

3. asegurar la aplicación de lo dispuesto por la Declaración sobre los Defensores de los Derechos Humanos, adoptada por la Asamblea General de la ONU el 9 de diciembre de 1998, en particular en lo referente a la protección del derecho de toda persona “individual o colectivo, de promover la protección y el respeto de los derechos humanos, de las libertades fundamentales, tanto en el plano nacional como internacional y a esforzarse por ellos” (Art.1) así como en lo relativo al deber del Estado de garantizar “la protección de toda persona, individual o colectivamente, frente a toda violencia o represalia, discriminación, negativa de hecho o de derecho, presión o cualquier otra acción arbitraria del ejercicio legítimo de los derechos mencionados en la presente Declaración” (Art.12.2);

4. de manera general, garantizar el respeto por los derechos humanos y las libertades fundamentales en todo el país de conformidad con las normas internacionales de derechos humanos ratificadas por Colombia.

Por mi parte, informarle de que seguiré de cerca la conducta de los funcionarios responsables de impartir justicia en relación a este asesinato.
